VCI and KVCI are the interfaces that are probably the closest to this, 
with OpenVMS networking drivers, and with TCP/IP Services.

Neither VCI nor KVCI was considered a documented API, though there were 
copies of the LAN VCI documentation in the wild.

No OpenVMS tun/tap drivers that I'm aware of.

As an alternative, a VPN server in a firewall.

I don't know what Process MultiNet uses or supports here, but it's 
probably not KVCI.  MultiNet use of VCI would be expected.
