You've an answer already, of course.
This UI mess has been part of OpenVMS for decades, long ago made the 
OpenVMS FAQ, and nobody's fixed it.  (q.v. devops)
But then the OpenVMS operator communications OPCOM implementation is 
arguably well past "fixing" and best served by "wholesale replacement".
