VTstar is the (intended) follow-up of the VT320 emulator which
originally shipped with PATHWORKS32 (the Windows components) and the
Multias. It probably has the best VT emulation available.
It is available on the OpenVMS freeware CD V7, e.g. here (among other
locations):

The software does network connections, namely Telnet, LAT, and DECnet
(the latter two if you have the required drivers). Unfortunately, its
development area predates SSH, so it does not offer this protocol.
It also did not catch up with Windows UI development, so a minimized
terminal window will not show up in the task bar, but as (sort of) an
icon on the desktop.
I still use it frequently when accessing OpenVMS systems or DECservers
(terminal servers) on my internal network.

PS: WRQ Reflection has been mentioned by Jan-Erik as a commercial
alternative, so let me add Ericom PowerTerm as well, which has worked
fine for me. This product actually was shipped by DEC as a replacement
for VTstar when the latter was cancelled.
