Going from memory:

Excursion requires a Pathworks32 client license even though it does not 
check for a license key.  It is on the Pathworks32 client media, and it 
was apparently by accident on a Digital.com hosted public FTP site for a 
while.

As a promotion, for a while, some Alpha Servers were bundled with about 
5 licenses for Pathworks32.  Need to check the paperwork that came with 
your system to see if you have those.

Normally Pathworks32 licenses cost about $300+ dollars U.S.  But the 
Excursion was one of the best X11 Emulators that I used.

Pathworks32 package had a terminal emulator on it licensed from a third 
party.

Unfortunately Pathworks32 is not part of the OpenVMS Hobbyist program 
and I do not know if there is any possibility of it being added if 
someone could tell HPE where the media kit was archived in their systems.

Pathworks server access (Called client access) had a complicated 
licensing scheme.  As I understand it, this was dictated because the 
license agreements with Microsoft which got a portion of each license sale.

The Pathworks32 license was for the Excursion and tools for decent on a 
PC.  It did not allow for connections to a Pathworks/Advanced Server or 
Windows Server.

There were several license keys that were available for client access:

1. Concurrent access to a specific Pathworks server for a number of clients.
2. Access for a specific client to any number of Pathworks Servers.

I seem to remember some other options where available but not the 
details.  I am not sure if any of the client access licenses allowed 
access to a Microsoft Windows server.
