VAX works fine.

The usual issue here was when halt-on-break was enabled on the VAX 
console line, and when the console terminal was then power-cycled, and 
that power-cycling then generated a break.

Or when folks forgot to shut off OPCOM on the console—that was and 
remains a poor default within OpenVMS—and the terminal XOFF'd the host.
