Why would people claim it isn't possible, when the documentation clearly states that it is?

You can cluster 8.4-2L1 and 2L2 with OpenVMS Alpha back to 7.3-2 and Integrity back to 8.2. Support for versions prior to 8.4 is "migration only", meaning it's been tested, and most likely everything will work. Clustering with 8.4 is "warranted", i.e. fully supported.
