They have released quite a few packages. Of course that is not the same
thing as contributing.

It depends on the license, of course, and also on what they have done
with the sources, if anything. With Perl, they just used my kit
building procedure, made themselves the producer, and signed the
resulting PCSI kits. I'm fine with that (and actually encouraged them
to do so) since I don't like distributing unsigned kits and have no way
to sign them myself. Since they didn't modify the sources, there's no
license violation.
But we know they must have done quite a bit to get SAMBA, for example,
working on VMS, and since it's GPL, they are required to release their
changes. It would be nice to know if they have done so, but they have
certainly not advertised the fact if they have.
