I'm expecting the issue here was already latent in the existing V7.3-2
configuration, and would not expect a different outcome when upgrading
that V7.3-2 configuration to a VSI release as had arisen previously
with that HPE V8.4 upgrade.
Most long-standing OpenVMS installs are morasses. The morass is slower
to arrive with some administrative policies, but pretty much every
OpenVMS install I've ever met gets messy.
Re-installing is not in the ken of most OpenVMS folks, and OpenVMS
lacks tools to migrate contents to a new install, I know. But
reinstalling gets you back to a reproducible configuration.
