In my situation, it is not a bad rate.  However, I have other things I'm 
doing, and, it is my reading of the situation that it's someone leaving 
VMS, and wants to take their data with them.  Not something I'd enjoy doing.

As for my situation, I can pick and choose based on enjoyment ...
