I wonder if DFU is available for the OP's version of VMS ?

He could use it to see how heavily fragmented his most fragmented
files are (and which ones they are).

He could also consider scanning his disks to see if he has zillions
of versions of some files. Something like "dir disk:[*...]*.*;-500"
should get him started. Adjust the relative file version number as
required.
