VMS. And RSTS/E. And any other DEC OS with EDT or similar applications.

In that case, the OS controls when to switch between application keypad
mode and numeric keypad mode.

Also directly controllable on VMS using "set term/application_keypad"
and "set term/numeric_keypad".

In the PC world, there is no concept of an application keypad mode
and the keypad contains navigation keys so it's up to the user to
decide if they are using the keypad for number input or for navigation
purposes.
