If xterm is to be believed, it _is_ a function of the device (or
emulator).  For VT family devices, 'ESC =' switches to application mode,
'ESC >' to normal mode.  There are other sequences for later VT devices,
e.g.  'CSI ?  6 6 h' for application, 'CSI ?  6 6 l' for normal on
VT320.
