I think there are two things that could make this happen.

1) Significant commercial demand. If enough people call ACT and
    ask if they can buy GNAT for VMS then they will deliver the
    product.

2) Enough volunteers. If there were a dozen Ada and VMS enthusiasts
    willing to work on getting open source GNAT running on VMS,
    then they could make it happen.

I believe Gérard Calliet did some work in this area,

But I suspect that neither significant commercial demand nor
enough volunteers exist.
