I know almost nothing about DIBOL and so have just been skimming the
posts in this thread. However, even to me it was clear that THE
DECISION HAD NOT BEEN MADE, i.e. there was no "refusal to port the
product" or whatever.

Sounds pretty official to me.

That's the way the cookie crumbles. If you really, really need a
product which requires significant effort, but the total revenue from
all customers is not enough to do so, then tough luck.
