[Info-vax] Process quota problem after upgrade to 8.4-2L1

I believe that that is exactly the same problem I posted here a few 
years ago, though in my case it was going from 7.3-2 to 8.4.  Neither
the upgraded machine nor the satellites booting from it get to the
DECwindows screen.  Which is why I left the other two nodes in the
cluster at 7.3-2.  I spent about a month digging around, following
suggestions from the newsgroup, and so on, but was never able to figure
it out. 

We've both done VMS upgrades many times.  At least in my case, nothing 
ever went wrong, and apart from the DECwindows problem, my 8.4 is OK.

I've decided that it isn't worth the trouble since I hope to go to VMS 
on x86 as soon as feasible.
