enable image accounting (SET ACC/ENA=IMAGE) to find out exactly which image exits with %X1C (EXQUOTA). Then consider using System Service Logging (SSLOG, new in V8.4) to find out, which system service generates this error. This may give you an idea, about which quota is exceeded.
Assuming the image is DECW$STARTLOGIN.EXE, it seems to be invoked from DECW$STARTAPPS.COM, so you could enable SSLOG in this procedure, before the image is being invoked.
