I'm probably not much help since I haven't anything more than v7.x on an
Alpha, but I seem to remember that even back then, without running
DECWindows, the Enqlm was more than 4000, and why do you have WSextent
smaller than WSquo?
The EXQUOTA error I remember seeing always seemed to stem from Pgflquo
being too small, but your number is large.
