My memory says PQL_DPGFLQUOTA is used when there is no SYSUAF value.
The larger of PQL_DPGFLQUOTA and PQL_MPGFLQUOTA is what is set for
PGFLQUOTA and the creation of a process where no SYSUAF value is available.
