How much of a network was there in 1978 when VMS was released?
Regardless, VMS did get it right.
$ SHUTDOWN == "@SYS$SYSTEM:SHUTDOWN 0 SHUTDOWN YES NO LATER NO NONE"
$ REBOOT == "@SYS$SYSTEM:SHUTDOWN 0 SHUTDOWN YES YES LATER YES NONE"
