Why do you say that?

I'd say that ping works > 80% of the time for me.

It may be rate limited or only allow specific ICMP message types 
through, but -- at least for me -- echo request and echo reply are more 
reliable today than than they were 20 years ago.

Filtering ICMP has a number of negatives that cause problems for other 
things.
