Longer is stronger.
There is a great xqcd cartoon on that topic.
The more rules there are---mixed case, letters and number, special
characters---the fewer combinations one has to try. Longer passweords
without the gobbledygook are easier for people to remember but harder
for computers to guess. People just don't get it.
