You mean in case one runs a company without computers and wants to 
introduce OpenVMS. In that case you wouldn't have existing hardware.

But most companies I know already have an IT infrastructure or at least 
unwilling to build one that cannot be shared with other OS.

Where I work it is certainly much cheaper and quicker to order a VM and 
install an OS than to order a physical server and install an OS. For one 
thing, the former is fully automatted already and can easily be adapted 
to another OS.
