It's neither. It's another tool in a chain of tools that an attacker
should have to overcome to actually compromise the system.
Unfortunately, given the lack of such tools in the VMS world, it's
a hell of a lot easier to actually compromise a VMS system than some
other operating systems once you find an initial flaw in VMS.
