Because, as you should know, there is no one license PAK for everything.  VAX/VMS needs a PAK.  x users or unlimited users needs another PAK.  DECnet needs a PAK. UCX/TCPIP needs a PAK.  VAXcluster needs a PAK.  Volume Shadowing needs a PAK.  BASIC needs a PAK.  Cobol needs a PAK.  Fortran needs a PAK. Pascal needs a PAK.  Get where I'm going?  Maybe not the 107 PAKS that came with the Hobbyist bundle (Does anyone really need HANZI DW-Motif?) but still a goodly number of different PAKs will be required.
