For all practical purposes, they are the same thing.

I don't know how much experience you have with embedded systems, but
with tools like VAXELN, the libraries used to construct the final
bootable system images ship as part of VAXELN.

You use a VAXELN compiler running on VMS (such as the VAXELN version
of Pascal) to compile your source code and then you use another VAXELN
tool, also running on VMS, to generate the final system image that is
then booted on the target system.
