I know of three "Portfolio" PAKs:
BASE-PROG-DEV-PORTFOLIO
EXT-PROG-DEV-PORTFOLIO
PROG-DEV-RT-PORTFOLIO
These all seem to be for programing/development.
No SIPs (VAXcluster, DECwindows, DECNET, etc.) are included.
The RT PAK provides runtime licenses for various products. For example,
ACMS, NOTES, RALLY, RDB, etc.
EXT is a superset of BASE. These provide access to various development
products such as compilers, VAXELN, SCAN, etc.
