[Info-vax] Python and various libraries updated

Most of the libraries and Python 2.7 for AXP has been updated.
Python 2.7.18, Mercurial 5.4-2.

As usual, I will put online two new LD images, next week. VMS 8.3 required.

So, Python 3.10a0 can be ported to AXP 8.4-2Lx if someone needs it.
