A Cisco cloud services router is approximately the opposite end of the 
Internet from VSI OpenVMS and the usual traffic in this newsgroup.

Cisco support—the Technical Assistance Center or TAC, in Cisco-speak—is 
the usual path for these sorts of issues and fixes, though that access 
is seemingly not available to you here.

If you can't get this Cisco product to work, replace it with something 
that can be locally maintained.

Or get TAC access.
