I don't think that there are surcharges on card transactions in Sweden,
or in any other European country.  (There is a charge if you buy
something in a currency other than your own, but it is around 1% or so,
less than the fluctuation in exchange rates.)

Of course.  However, many businesses now want to get away from cash due 
to the extra costs cash involves.

Could be because the owner isn't completely honest regarding tax.  :-|
