The technical capability is there. It's more a matter having the time and willpower to convince the legal department to allow such a license.

That said, even HPE decides to leave folks with a parting gift of a perpetual universal license of VMS and the various layered products on VAX, the lack of a way to download the proper software and manuals will be a choke point. I hope that disc/tape images of the various Hobbyist CDs, condists, and documentation CDs are archived somewhere...
