That is also my take.

HPE does not not do something if there is no reason not to - they only
do something if there is a reason to.

There is no business reason for HPE to help VMS VAX hobbyists.

In fact there is a small reason to not do so. The time
of the lawyers and senior management people to produce such
a statement will be seen as a cost by HPE.
