First part was the requirement for a professor to be in charge
of the license and the systems.

1. Professors don't do that kind of stuff.
2. Most professors are union members and have very strict and strong
    contracts regarding their work.  The proposed  license would have
    violated most of them.
3. Professors usually don't care and would happily have signed an
    agreement and then ignored it.
4. University legal would refuse to let anyone sign the agreement.
