Further experimenting suggests JBOD volumes on RX2660 unit LSISAS1068 (motherboard) controllers are not created and deleted, but simply "appear"
when the drive is plugged in.

The new/replacement JBOD disks are auto-detected by the controller,
and may be auto-detected and unit assigned by OpenVMS.

If they are not auto-detected during the same OS boot session,
MCR SYSMAN IO AUTOCONFIG will typically sort that out.
