RX2800 i2 Overheating

The server WILL overheat if:
1)The plexiglass airflow baffle is removed
2) The heatsink has crud in between the fins
3) The heatsink compound has dried out and basically disappeared
4) The OS is not running - the OS handles power management to the server
(I have seen every rx2800 i2 power down with an overheat error when OS 
is not loaded and when updating firmware)
5) Vents in lid are covered or a DL380 G6/G7 lid is being used instead 
(yes 3 times this has happened with customers thinking they ARE the same 
thing)
6)Rear PCI cover plates are missing
7) Fans are running too slow

The temperature inside the rx2800 i2 can get quite high but then the 
fans should be blowing at 100% speed
Typically they run at around 35-40-% even in a warmer room like 75-80F
There were firmware issues with these also and I know there were power 
management issues addressed in the firmware updates

I am sure I can find a copy of the latest firmware somewhere here...
