RSTS was sort-of done in a "culturally compatible" manner, back when RSTS/E was still an active DEC product.

Alpha Micro introduced AMOS (Alpha Micro Operating System) which originally ran on the WD16 chipset with its own microcode (as did the LSI-11, the Pascal Microengine, and some kinda-secret stuff from AT&T / WeCo).

There was a bit of grumbling from DEC about it, but I was just a regular customer back then and didn't hear any of the details. By the time the RSTS/E developers became good friends, it had long blown over as AM had moved to the Motorola 68K CPU and gone in a different direction. The Alpha Microsystems mentions some of this, which may or may not be completely factual.
