I am not sure that I can follow you.

If you have VMS servers you need people with knowledge of
VMS, Rdb etc..

If you have Windows servers you need people with knowledge
about Windows server, AD, Exchange, SQLServer, IIS,
SharePoint etc..

If you have Windows PC's (which practically everyone
have) you need people with knowledge about Windows desktop,
Outlook, MS Office etc..

I don't see the two last groups being the same people. That
would mean either some poor run servers or some very
expensive PC support.
