Yes, very probably.

Yes, but on the other hand the fact that it is less popular means that
it is no as interesting as a target.  You are interested in the product
E*I, where E is "easy to exploit because there are fewer people
concerned about exploits" (because there are fewer people) and I is
"interesting for the person who wants to exploit it" (probably because
there are many such systems).  You are arguing that E is higher for VMS,
which might be true, but I is certainly much lower, so it is unclear 
whether the product E*I is higher or lower for VMS (my guess is that it 
is lower).
