I routinely use SYSMAN STARTUP when I want to hide code.  Very few 
folks know to or think to look there.

There was a big push for the use of SYSMAN back around V5 IIRC and near 
the end of the DEC EMA era, though the enthusiasm for the SYSMAN tool 
has waned from there.

SYSMAN had issues around properly sequencing startup dependencies, that 
was never resolved, and the integration with the kit installers was 
never supported.
