As far as the number of units go, yes, but presumably the VSI license 
makes sense only with VSI VMS and the latter requires a reasonably new 
CPU, right?  At least EV6/21264?

Sensible, and that's the way it has always been.

The question now is whether the Community License for x86 will include 
clustering and HBVS.  Presumably the only people with non-commercial 
licenses running VSI VMS on Alpha or Integrity are those planning to 
eventually move to x86.
