It most certainly absolutely is _NOT_ a one time operation. No way.
On top of the initial installation, you have updated versions and
patches, both of which may bring along new dependencies and new versions
of existing dependencies. They may also require system level configuration
changes.
Those modified dependencies may also require upgrades in other unrelated
products.

It's about starting those applications you just installed or updated
and starting them in the right order. The information and files provided
by the installation and updates are directly used by the system startup.
Like I said, installing software and starting VMS are part of the same thing.
Oh, and in case anyone thinks none of the above matters on VMS, I have
one thing to say:
HP/HPE SSL
Linux and the package managers handled that a _lot_ better than VMS did.
