While the issues of certificate management are something that should 
really be handled by VMS, that has nothing to do with what I am 
suggesting here.

How much maintenance do you do of your cluster passwords?

A certificate used to encrypt SCS communications is NOT something that 
you would want changing at random times.  Nor should it require access 
to the internet.  It would be a fairly static datum.
