[Info-vax] TCPIP command tables

IP$FIX_VSI_TCPIP.COM only works for the VSI implementation of Process' Multinet stack, VSI TCPIP V10.5 or V10.6.
It made use of archived copies of various of the TCPIP-related CLD files, so, not dissimilar to restoring said files from the TCPIP kit.
