I've always tried to avoid faxing (and data modem) over VoIP.  I've read 
about T.37 and T.38, but have never used them.  I would try to do T.38 
if at all possible if I /needed/ to send fax via VoIP channels.  Keep it 
in the data domain and avoid time sensitive (pseudo) analog as much as 
possible.
