Low costs are important, but aren't enough.  Back in the day, DECCampus 
was ubiquitous, VMS was at many or most universities, and there were 
many graduates with VMS skills.  Then people started moving to 
Linux---not really because of license costs, which weren't that high 
with DECCampus, but because of a general geeky trend that Linus is cool. 
That's what it boils down to.  A few years later, at a conference I saw 
a map of universities which were DECcampus customers: there were 
several, but whereas in the past many or most students had a VMS 
account, by that time it was mostly just an old DECUS guy who made use 
of DECCampus for his "own" VMS system.
