How did the TECO problem finally get fixed for x86-64 VMS ?

IOW, what did VSI do to get a version of TECO running on x86-64 VMS ?

If you used a third-party kit, would you mind indicating which kit
you used ? The last time I looked at this a few years ago, nothing
that I found had a working screen mode so the VTEDIT macro and
similar macros would not run.
