[Info-vax] SUBMIT/CONFIRM behavior

In that sense, it is different from other /CONFIRM commands.

My "favourite" bogus severity: MOUNT/SHADOW.  If I enter the command 
correctly, and it detects that a full copy is needed, then I get -F-.
