[Info-vax] REPLY/ALL in VMS Mail client ?

I'm pretty sure that there is not an obvious, easy way.  I usually do 
REPLY then cut-and-paste what is in the CC field.  That can be a problem 
if it is too long, as it is then in the RFC822 headers (which I have at 
the bottom, of course).

If it's a one-off thing, cut and paste.  If there is a regular group, 
create a distribution list and FORWARD your replies to that (but then 
you have to cut-and-paste the subject).
