It is a look-alike VMS MAIL replacement. Under the hood, it uses the 
callable MAIL$ routines, but it is a completely separate utility.

I would expect everything---or most everything---that works in VMS MAIL 
would work the same way in PMDF MAIL. PMDF MAIL adds qualifiers to 
commands, but it doesn't change them, so a DCL procedure that uses VMS 
MAIL should work fine with PMDF MAIL.
