Of course.
VSI is a business - they want to sell VMS licenses.
So they need to focus on work that prevent loosing customers
and get new customers.
And that is very much about getting the applications running on VMS.
ISV support, compilers available and uptodate standard wise, not
too strict limits (file system or otherwise).
If the applications can run on VMS then some times they will end
up running on VMS.
How it is to work at the $ prompt means very little.
