You can put PuTTY anywhere (doesn't have to be installed) and run pscp
or psftp from the command line.  I use pscp for pretty much all my file
transfers to and from VMS on both Windows and macOS.  Unlike most
commonly-available scp implementations, it handles the eccentric SSH
protocol in TCP/IP Services just fine.
